Muted Gradient filled Background with Inset Image
This should be your final result. Now lets get started and have fun.
The best image to use in this case is one that is much wider than tall. This is the one we are using in this case.

Go to Edit, Copy. Open sTile. Also known as Harm's Tile or Harm's Wave. If you don't have this program Download here
Go to Edit, Paste, Replace image. Go to Image, Seamless, Edgemerge, 1/8or 1/4 "depending on how much different the edges of your graphic are . I used 1/4 inch here.
Harmstile settings
Click Edit, Copy.
Go back to PSP and paste as new image.
You can close Harm's Tile now,
when asked to save image click No.
Now open new image 1024wideXdouble the height of your original image white background. Click on the little arrow in the styles colorpatch and choose the little squares. This will bring up the patterns. Now click on the patch itself and the pattern editor will open up. Browse to the edgemerged image and use it to floodfill your new image.
You can now close out or minimize the
edgemerged image that you brought in from Harm's Tile
Copy and paste the original image as a new layer in the 1024 image and position it where you want it
Name this new layer "Image"
by right clicking on layer in Palette
and selecting Rename
Select area outside newly pasted picture with Magic Wand, Go to Selections,Invert Selection
now create new layer,
name it "Cutout", and apply your cutout
using the settings below.
With the selection still active
Go to Layers, create new
apply another cutout
using the settings below.

Please note the - in front of the 3.
Go to Selection, Select None


Right click on your Background layer in the Layer Palette and select Create New Layer. Name it "Gradient" Layer (This will position your Layer in the correct order)
go to Flood Fill and set up as follows:
Background and foreground colors of your choosing
I used darkblue foreground, white background
Click on the little arrow on the colorpatch under "Styles" and choose the bars.This will bring the gradients into the styles color patch. Now click on the patch to get the gradient editor. Use the settings below

Click on the edit button and set the gradients to the following settings


Floodfill layer
Now make sure all layers
are in this order from top to bottom:
Cutout Layer, Image Layer,
Gradient Layer, Background Layer.

You can achieve this
by simply clicking on the Layer
in the Layer Palette
and dragging it into the correct position.
